pseudophrine in Vietnam

Hi guys does anybody know can u buy pseudophedrine over the counter in pharmacy in Vietnam or Ho Chi Minh City to be exact. cold and flu medicine but restrictions in some countries, available everywhere in Indonesia but not available in the Philippines. Does anybody know if it can be bought in small qualities over the counter in Ho Chi Minh City??? Info on Cambodia also appreciated
