Ok just to clear this up:
You CAN "smoke" cocaine hydrochloride, or any salted form of the molecule. You simply need to vaporize it before it reaches too high of a temperature and breaks down. You do this by putting it in a joint or blunt (the hot smoke flowing through the joint/blunt heats up the cocaine to vaporization temp), off foil, whatever. Many people also put a line on the side of a cigarette, same idea. The key is to slowly heat the cocaine so it sublimes/vaporizes and does not combust.
Cocaine freebase is the freebase molecule of cocaine; it has no extra "salt" acid group added to it (hydrochloride, hydrobromide, sulphate, nitrate, you get the picture). The freebase is what is called "crack". This is not snortable or injectable, it is primarily smoked.
That said, the article in no way says it's cocaine or crack cocaine he's got; from his supposed quoted line it sounds like he's getting regular rocks of cocaine hcl and smoking it, but that's pure speculation.
