That's because they're not ilegal here in the UK! (I take it your from the UK by what it says in your profile)
A lot of clubs and such don't allow them but it's no more ilegal to be caught with some poppers than it is with a can of stella in theory.
Obviously the intended purpose is that you leave them in the room to "allow the aroma to spread" but let's face it that would be no fun at all so we all stick them up our noses for the best part of a night until we've passed out at least twice!!! *well I do anyway!*

As far as I know, some places sell the stuff as video head cleaner (so if they are selling videos they have an excuse for selling video head cleaner). I'm pretty sure that the law is the same as it for nitrous oxide (or glue or cigarette lighter gas for that matter!), if the shop can reasonably expect you are buying it for legitimate reasons (ie the use for which it is offically intended) they can sell it to you, if they suspect that you are buying it to get fucked up on then it is illegal for them to sell it to you.

Just to clarify this amkyl nitrate (poppers) is sold in sex shops as room fragrence (like youd want your room to stink like that!!).
It can also be bought as record cleaner.
Sex shops sell it because gays use it to relax "certain" muscles before penetration( i know this cos i have a mate who is a puff).
Poppers become illegal when sniffed as this is like solvent abuse, like when glue is sniffed.

Anyway, on the subject... Poppers were made illegal to sell back when AIDS was ravaging the gay community because they weren't sure what caused the immune deficiency problem and they were trying to eliminate the possible sources.
Lots of things are illegal to sell if the "intent" is to use them to get high. You will see several things sold as VCR head cleaners online and in sex/head shops. Ethyl chloride and any number of nitrate/nitrite solvents are included. The same thing applies to those research chemical sites. Selling Foxy, 2CT7, etc as a drug is illegal under the analog act, but selling them as research chems is a loophole which hopefully wont be closed anytime soon.
