i'm pretty sure sth africa does, but it's smaller than say Darwin's. Heard an ex-pat talking about it a while ago, foggy memory.
Unfortunaltely a lot of people (by no means all) still go by the old attitudes.
I was talking to some South Africans when i was in London over nye. I asked them something about drugs and they told me 'no, drugs are for black people', i promptly excused myself.
I'm not saying or thinking that this is common, but it must go someway to diminishing the scene, eg less users, less dealers, less clubs, importer, chemists.
i'm guessing their penalties are harsher than ours
