I havent read a good book in way too long and really want to get into philip K dick. recomend a good book of his to start with and why? 
^It's a good book, but not one of his best IMO.
There are five collections currently in print, comprising of about a hundred short stories. Check them out.
A lot of his short stories have a kind of unfinished feel about them, as if they're dreams or sketches.

One of the things I like about PKD is that the ideas behind his stories seem to be more important to him than constructing a coherent narrative.
