Okay. Looking at the article that the wikipedia entry cites, it seems that phenibut might increase intersynaptic dopamine by inducing its endogenous metabolism from ready precursors. This effect is still relatively minor an indirect (particularly given that studies have found limited dopamine reuptake inhibitors to fail to accord serotonin releasers neurotoxocity).
