As a city smaller than Quebec City, which has almost none at all, I'd say your chances are people transiting through Ottawa, try the central train stations maybe. I was sold oxycontins back in 2010 and supeudols (Oxy ir, no apap) 20's + xanax and lectopams (bromazepam) in a bus ride through canada.
