OTC Opiates in Vienna and Surrounding Area

Hello all,I am currently living just outside of Vienna, Austria, and i was wondering if anybody knew what the deal with OTC codeine was in the area. I've gathered that the sale of codeine (usually dihydrocodeine, as is the case here) is regulated by the Suchtmittelgesetz, or Austrian narcotics act; which grants discretion to localitites and provinces here.

where i am, near Sankt Polten, a prescription is required, but i am curious as to the regulations in other areas. If anyone has any knowledge they could pass on it would be greatly appreciated. I am not looking for specific sources, just a general overview on what is available, and the regulations of the different provinces here in Austria.

Update, in case anyone is interested in the future: according to numerous pharmacists here in Wien all opiates require a prescription in Austria; however this is as simple as asking a doctor for one. If you are not an EU citizen the visit will run you 50 Euros, and the prescription (for say 10 tablets of 120 mg of dihydrocodeine) is ~8 Euros.
