Opioids Opium poppy help please,any knowledgeable folk?

HI im a noob so plz go easy on me ,

I'm currently growing some opium poppy (papaver soniferum) persian blue poppys to be precise.I don't know much about cultivation and they are about 1 inch high at the moment as they have only sprouted 3 weeks ago.I would like to know come the time when they flower,when is the best time to cultivate them?Do they become poppys when they bud and then flower ? (im thinking obviuosly so) but when is the best time to pick them? when they are the poppys and they start to sap or do u pick them once they have flowered? any info from someone who knows would be great! thankyou!
