(Opiods) Has anyone seen a change in the Philadelphia street scene?

First off this is my first post here Ive read bluelight threads without an account for years but never posted until now so I really hope I'm not breaking the forum rules in someway in any of this post. Anyway AFOF has been using all sorts of drugs recreationally over the years but his favorites have been Oxycodone and Dope (Dope more recently due to the absurd price of 30's in his area). He had an interesting and very event-filled summer. He is from Maryland but met a lot of people from all over the East Coast this summer where he was living. One of the people he became friends with was from Philadelphia and shared the same taste for opiates as himself. He ended up having to drive this friend back home to Philly from where they were living due to the whole house getting evicted for some fuckery that happened (long story). Anyways, this friend would tell AFOF, things like "cops dont care what youre doing up there as long as you stay within a certain boundary here", and that you could buy, sell, use, w/e drugs in broad daylight without interference as long as you were in that particular boundary. AFOF did not believe him at all until they actually went on a ride to this area, and sure enough, the guy was not lying. Literally 10:00am on a tuesday and there were lines 20 deep of people on every corner buying powder coke and bags, casually shooting up dope in the open, people selling needles "Works!" , the whole shebang. Could not believe it. Extremely potent drugs (all of them), lower prices than AFOF was familiar with, legal(?) too... wut??? The two ended up accidentily shifting into neutral and coasting their car into a telephone pole in a parking lot within that certain boundary, RIGHT next to a cop parked 2 spaces down, lights flash, cop comes up to the window, finds an open syringe on AFOF's lap and sees his friend that was driving the car- nodding so hard he was literally drooling out of his mouth, head plunged earthward, arms in some awkward position. After a brief search the cops find 2 bundles and at least 10 nicks of powder in AFOF's wallet and GIVE IT BACK. They literally hand him his ID, and seperatley give him back the drugs and are on their way. They tow the car, but still. No charges, nothing.

Anyways, AFOF will be in the same general area coming up here soon within the next few weeks and wanted to make sure this experience he had was not uncommon, since he is not from that particular area. He has been using the web as a tool to do all the proper reconaissance he can prior to this adventure, and has come across numerous links "Philly Drug Bust Nets 68 Arrests" and "Undercover Narcotics Cops Land 90 Arrests in Open-Air Drug Market Sting" all dated ironically within the past few months, JUST after he went to this area and patronized this drug-outlet of some sort, the first and only time.

His central question is this: Do the things explained seem typical of this area? Has there been an increased police presence (especially recently) there, or did things used to be like this, and now theyre not so much? Or is it still just like that or close to it?

BTW excellent forum, I love bluelight and I look forward to any responses, and once again I really hope I didnt break any rules especially the sourcing one- I tried to avoid using any landmarks or stuff like that, and definitely not information about who or specifically where to get from, just questions about a major city and it's overall drug culture.

This shit sound like Amsterdam from the wire lol. My dope comes from Philly(wrapped in pa lotto thingies) and it has been much better lately after a really shit period of about a month. Anyway it sounds like that area is super hot and the cops are now cracking down big time. I'd try to find a new source if possible...
 
Ya, I dunno know if this is woud be considered 'sourcing',everyone knows about it,lol...it was even on an Episode of Drugs Inc, I guese the Philly one...but shit was crazy. Who they followed was the lifelong junky(who reallly seemed pretty happy with the way his life turned out, or excited to be on TV) And would get his dope money by selling clean rigs and charging people coming from the area to go get them some as long as he got some or they payed payed him some cash for doing it. BUT according to the him they were cracking down now...I mean hell the episode gave you straight ass directions to what train to get on where to get off then what street to go to,lmao.

Come to think of it, this person was in the area before the first link, but AFTER the second link.. I'm so accustomed to meeting people for (really anything) via cellphones and in private areas that this whole open-air culture really blows my mind. And I assure everyone in question, this story^ is 100% true and not exaggerated one single bit, though I know it is hard to believe. I probably would not believe it myself had I not actually investigated myself.

The dilemma I'm faced with is the fact that the dope local to where I currently am, is SHIT quality, so bad it literally infuriates me. Like 3 different connections tried and all 3 of them are so bad that injecting the dope doesnt even get you as high as smoking a Roxy 30. I honestly can't believe some people actually pay money for this crap regularly. I'm talking shoot a whole half G (always had terrible luck with weight, much better luck with stamps/bags/w.e) and feel as though you took 2,3 benadryl for 30 minutes and thats it. The stamps from Philly were literally- bang one single $5 bag, get a mega-rush. Like, feel the blood coursing throughout your body to your heart for the rush, sounds and hearing altered, instant amazingly powerful euphoria, nod for 6-8 hours, pinpoint pupils, the whole works. Had dope from West Baltimore too and while my expectations were high, the dope was probably a 2/10. "Scramble" aka gel caps filled with like a whole G of fluffy brown powder (1% dope and 99% cut)- fit as much of the crap as you can possibly fit into the rig, and still veryyy mediocre. Very little rush, nod, or legs. And the obvious fact that the stuffs like 1% pure there so much fucking cut in it. Idk, I've had (decent) bags in DE before, but nothing has ever held a candle to the stuff in Philadelphia by a loooongshot. Maybe I'm a heroin snob, but I just hate settling for so, so, so much less when I know the good stuff is out there.

The police likely are cracking down there, but I wonder to what degree and at what level of efficacy. That being said, I'm also not trying to get caught up with a fucking heroin charge.... Just a few months ago, this place looked like a bazaar. Junkies in hoards looking like level 30 of Nazi Zombies headed to the dope man on every single corner in this little section. One guy holds the money, one guy holds the drugs, and one guy has a gun in the back. How it works is you give the money first, (you dont get beat), the next guy hands you your bags. Even have ladies stationed on each end of the block who are lookouts and start screaming some word in spanish I forget what tho, if they see police coming around the corner and everyone scatters. Once the DBoy runs out of bags, he makes a phone call and 2 minutes later you see some 12 year old elementary school age kids on bicycles peddling over hundreds of bags from the stash house to the dude.

The links above advertise about 60 arrests over a two day span, shit, there were probably 60 new people on every block every hour buying dope. Crazyyy. And yeah, Screaming_Skull, that is exactly what this friend told me to do: "walk up to the most haggard looking junkie you can find, ask em where the best bags are today, say youll give him a stamp if he takes you to the D Boy." Also said that sometimes they will give out free samples to advertise a potent new stamp by literally taking the rubber bands off a bunch of bundles, and throwing them in the air into the crowd of junkies essentially making it rain with heroin. Meek Mill (Philly) says "I made a million off that corner" they probably actually do.
 
Enjoy it. If the city ever gets able leadership they will use Giuliani's Zero Tolerance template and shut it down within a week. If someobe had asked me in 1995 if NYC would ever change I would have bet most anything that it wouldnt, but then came CopStat and Quality of Life and almost overnight in late 1996 it was over. Now smart junkies in NYC cross the river if they lack a delivery number, despite a potential 3 to 5 years just for possession in New Jersey (versus misdemeanour in NYC).
 
Sounds like Overtown in Miami, except that their dope wasn't very good in Miami in my opinion. Cities in the northeast (damn Yankees!) are known for their high quality dope and open air drug neighborhoods, which are also usually very dangerous from what I've heard. I don't know how dangerous Overtown is supposed to be really, but it felt safe enough to me or at least I was never really scared there, and we went pretty much everyday or my roommate would go into withdrawals, his eyes would dilate, and he would start talking a lot more than usual. Then again, it wasn't me who was scoring, we were in a car (that wasn't mine to worry about, either), and I wasn't driving. I just went along for the ride / excitement of being with people scoring drugs in some infamous Miami ghetto neighborhood. My friend found the hot spots by giving a crackhead from another part of town a ride over there in exchange for some money or dope or something. Once he established where to go and made his first heroin purchase, he started collecting dealers' cell phone numbers, and the rest is history!

From philly and can say this story is 100% true. May or may not have had a similar situation happen to him. It's almost like a different world. Don't get me wrong you definitely can get arrested down there if you are not careful. Can't beat the prices and hella strong. Strong
 
Strongly advise ever going there. Know people who go there and don't come back for a long time. PS sorry for the second post accidentally posted previous one
