One could also see a deeper motive.. since the drug war and its results are racial.. then what eventual outcome would likely come from releasing prisoners on a racial bases.. in other words what will happen will likely happen when the fact that Blacks are being released.. I would think that the rest will follow.

Very good point and interesting. I hadnt thought about that part but i think thats a very good topic to think about
