Noob acid question

A friend of mine was given a tab of acid and told it had to dry for a day or 2 before it could work but he decided to open the bag after a couple of hours and cut the paper in half and then placed it under his tongue (he has never tried acid before but other psychedelics) he left it there for an hour then swallowed what was left. He waited for 4 hours and nothing ever happened, So the question is does acid need to dry or did he get ripped off? because i have heard of people taking it in liquid form.

That makes no sense unless the guy who sold it wanted a day or two to get away from the person he sold it to.
