No law will stop people wanting to get high

Depends where in the world you are. Mephedrone is a Class B drug in the UK, and it's covered by the analogue law in the USA (although in practice that seems to make be a grey area). It's legal pretty much everywhere else except Israel and Sweden IIRC.
