You could also hit your local Williams-Sonoma or Lechters or one of those type of cookware stores and buy a whip cream dispenser. I don't own one, but I heard they are great, you can load it with a few nitrous cartridges at once and get a huge hit.
I ordered a brass cracker online about a 1 1/2 years go and it still works fine. I know www.1percent.com sells them. They only sell legal stuff there, and the link has been posted here many times, so I feel confident re-posting the link. Search around and you might find them cheaper elsewhere.

The top most design does work as I have one we made - but instead of PVC I used brass fittings.. the hard part was getting the nail alligined perfectly - half the time the fuckin thing wouldn't puncture..

Ok here's the aussie ghetto nangarator:
You will need the followin items
1 x 2 or 3 litre softdrink bottle
a assortment of nangs
some watre
1.empty the bottle if its already not
2.crunch up the bottle so it will expand wen its full of gas an fill it up 1-2 inches
3.get ur nang and find a concreate surface thats rough an start rubbing the silver cap thingy on a 45 degree angle untill yu stat to rub the rubber seal off an then get ready to put it in the bottle quickly cuz it will have valuble nang gas cummin out.
4.put ur hand on the mouth of the bottle an wait till the bottle has expanded an then inhale all the gas........there will prolly be more gas still commin out so ghet ready to take another hit
5.repeat as neccicary(sp)

^^^ Shit, if you don't mind freezing your hand that may work. I don't buy it though. And what is this rubber seal you talk about? I've never seen a N2O cartridge with a rubber seal. Maybe they are different in Australia.
Anyway, just buy the damned cracker or Whip Cream dispenser. They aren't that expensive.
