I’m honestly not sure about narcan in Texas but I’m sure someone will come along to answer your question.

when I lived in Texas they would give it out for free at Walgreens and CVS. No prescription needed, just have to ask for it.
I tried Walgreens but they said they had to write me a prescription and couldn’t because I was prescribed any opiods

Maybe try a different pharmacy. I believe it's federal law now you can get narcan without prescription in all 50 states.
Although, ultimately, a pharmacy can still say no for whatever reason. They still hold that power as private businesses.
Try a different location.
When I was there CVS and Walgreens both partnered with the state government to give out narcan, but now it's even less restrictive as of 2022.

I am in New Jersey, not Texas, but I saw a sign at my local library that said that you could obtain Narcan there, so that’s another idea.
