Surely ivory wave is just a brand name? I'm sure it keeps disappearing and returning as something different? So banning a product is merely banning the name? Like trying to ban potatoes by outlawing 'roosters potatoes'?

I think at one point Ivory Wave was analysed and found to contain PV and lidocaine, however that's absolutely no guarantee that it was that more than once or will ever be again.
