Need some help on how to IV correctly/safely

To be honest my family member and his father owned a store that also happened to have a few gas pumps and people at deep night would use the gas pump gas line as a tourniquet. One ODed doing that and I was there that day as my family members found the dude and called the EMS this saving his life. Pretty normal to see drivers stoping for gas and a quick hit of IV heroine.
