Need help converting oxyneo to salt

Hello, I know you can convert neo into tar for injection by using heat. Is there any way to convert it into a sniffable substance? Asking for a friend. (seriously lmao.) Any help would be appreciated as he currently chews it and it tastes horrid and I informed him that the gel is likely time released as well and chewing ultimately serves no purpose. There would be a lot of steps required and a lot of chemistry I would imagine. These are very hard to deal with, so I hear. I think Reddit might have some better answers.
