I would trust the powder over liquid because you don't know what the liquid is (it should be ether but a lot of morons use embalming fluid and other nasty stuff). You also don't know how much PCP is in the liquid.
The effects of PCP vary at the doses and if you're actually even getting PCP. There are a million analogs such as PCA, PTT, PCE, etc, that all cause slightly different reactions.
Generally the experience is something like a k-hole with body sensations. In my experience I would usually feel peaceful and mellow like I didn't want to move, but I felt like I could have run a mile.
Beware mixing it with weed. Weed greatly intensifies the experience and causes hallucinations.
It's about 10 times stronger than ketamine (sometimes called Super K in the powdered form). Therefore where a typical dose of K is like 100mgs, a dose of PCP starts at 10mgs which is a tiny bump.
