The ophthalmological drug ibopamine is used to induce mydriasis in clinical settings and appears to have few psychological side-effects, and you may be able to talk to an eye doctor to use some for whatever purpose (presumably photography?).
I have been in ophthalmology for 13 years and never come across this drug.
This is not something that is used to dilate eyes. Perhaps at one point but no longer.
