Four years after New Jersey permitted health workers in six cities to provide intravenous drug users with clean needles to stem the spread of AIDS, a Senate committee today approved legislation allowing syringes to be sold at drug stores.

Sen. Joseph Vitale (D-Middlesex), one of the bill’s sponsors, said enabling people to buy syringes without having to travel to the few cities that run needle exchange programs is "the next level of reform.’’

"This isn’t about judging individuals who are addicted to intravenous drugs, but about slowing the spread of HIV/AIDS," he said.

Pharmacies would be allowed to sell up to 10 syringes to adults without a prescription, according to the bill, (S958). Adults holding a prescription could buy more than 10.

Pharmacies must present written information in both English and Spanish about how purchasers can dispose of the used needle, and contact information for addiction treatment services.

In one form or another, the syringe sale bill has been pending since the 2004-05 legislative session, and if it passes, Delaware would be the only state without a similar law.

New Jersey was the last state in the country to legalize needle exchange programs. It now allows up to six communities to operate their own project that provides intravenous drug users clean needles and if they are willing, referrals to drug treatment. Only five cities have chosen to participate: Atlantic City, Camden, Jersey City, Newark and Paterson.

Sen. Ronald Rice (D-Essex), who was an outspoken opponent of the needle exchange program, voted no on this bill. He argued that making it easier for drug addicts to use doesn’t help them or their communities.

"You’ve got the needles, now come here and fight for drug treatment,’’ Rice told his colleagues and other supporters of the bill. "That’s what you should be doing.’’

*claps* nice step in the right direction!....you still have a lot of work to do to make up for Jersey Shore though.... a loooot of work....

and I LOL'd at your user name, welcome to the party dot dot dot =) Just so you know though, in the future, don't post the entire article, they recent changed the rules here over legal bullshit =\ now you have to post a clip from it that gives us an idea of what it's about. I think you still have to add the authors name and where and when it came from as well.

Is this bill effective immediately? If not, when is it? This would definitely save me some trouble with having to either buy online, go to PA, exchanges.

I know when PA passed the bill in September of 09 it was immediate, however some pharmacies gave me shit even then, and some of the workers at the pharmacy had some moral hangups about selling syringes wether it was legal or not.

One pharmicist even told me he didn't care what the law was he wasn't selling me any syringes. I reported him to the Dept. of Health. Your best bet is to just go to Wal-Mart, they don't seem to give a shit about anything.

i dont shoot but good shit

Only five cities have chosen to participate: Atlantic City, Camden, Jersey City, Newark and Paterson. that is where the good shit is anyhow ;) fuck the rest

So basically, this doesn't really help me then. I'd still have to go out of my way to get them and if I was in Newark, I'd rather go to the exchange and get them for free than have to pay and only be able to get 10 at a time. Oh well, it's still good that addicts have greater access, something is better than nothing. I guess I'll just order off the internet once I have some money in the bank again.

Well, yeah, but if I'm already in Newark, I might as well hit the exchange rather than only be able to get 10 and pay for them. It'd be nice if I didn't have to leave my hometown to do that so I didn't have to always line it up with a dope run. Sometimes I plan poorly and end up with no fresh ones when I need them and going to Newark isn't exactly practical as I live a good 45 minute drive away.

As I said, it's no big deal. I can still order off the net, but it would've been nice if I could run to the nearest pharmacy and grab a few extras if needed. Still, this is progress for harm reduction in this state and I'm happy to see it.

Those are the cities with needle exchanges. If the bill in this story becomes law, any pharmacy anywhere in Jersey can sell needles OTC.

Do you have a link that confirms this? That'd make a whole lot more sense because what's the point of buying them when you can just stop by an exchange, since you'd be in a city with one, and get them free?

If this bill allows it everywhere, it'll save me the awkwardness of going to a random pharmacy as I have a friend who works at the local Walmart pharmacy who won't give me dirty looks.

I read the article a little closer and it appears as if all that's happened is that it's passed though a small senate panel of 9 and now will go in front of the entire senate for a vote. If it passes through the senate, I assume the governor will need to sign it into law and then it will take effect.

I stay in Hudson County now and again. It'd save me a trip to the city.

I've read other versions of this story that say Jersey is the last state with prescription needles. That's bull.
