If you just buy good organic soil to begin with it should be fine. Maybe add like 1pt perlite to 3-4 pt soil for extra airation (hemp likes soil that its roots can easily penitrate).
NPK is Nitrogen, Phosphorus, Potassium. Chemical symbols N, P, K.
Personally I would use an organic bag soil mix, add a little bit of perlite (just use your judgement, you cant really fuck it up). The plants have enough nutes to provide for themselves for the first two- six weeks, after that any organic fertalizer mix is fine. It is really really hard to over feed your plants using organics. Actually, when growing organically you are really just feeding the soil. The microorganisms use these nutes and release everything your plants will ever need. In essence you are creating a microcosm of the earth itself and the life cycle of any plant (live and feed of the earth, die and replenish the resources).
Use this first experience as a time to learn and an outlet for experiments. Dont expect much except a vast gain in knowledge; if you look at it this way you can only get better, ya know? Seriously though, check out growkind.com, icmag.com, etc. There are mad grow forums out there that have some seriously awesome growers. I am a fuckin noob but I could probably teach a basics class with what I've learned from these places.
CFLs are fine, just remember they need to be placed as close to the plants as possible (like 1-3 inches) and moved up regularly when the plants grow. Your going to need a couple hundred watts minimum CFLs. I would suggest saving your money in the time being and buying even just a 150w HPS system that you can then supliment with CFLs. It is like almost retarded how much light a HPS system puts out, and they use far far less electricity (I think like 14 cents on the dollar when compaired to CFLs).
