MINNEAPOLIS - A Maple Grove woman is charged with endangerment of a child and other felonies after authorities accused her of repeatedly using heroin and marijuana with her 12-year-old daughter.

Rebecca Rachelle Hill, age 37, and her juvenile daughter were detained at the Mall of America on October 12 after they were caught shoplifting at Macy's. Hill attempted to give responding officers a false identity but they were able to learn who she was by running her fingerprints on a computer database.

Investigators were able to make contact with the girl's father, who told them that Hill had been smoking heroin and marijuana with the 12-year-old for several weeks, and driving around with her in a car stolen from a relative. The child told her father that she was suffering from withdrawl so he took her to a hospital, where she tested positive for both heroin and marijuana.

The child was sick and depressed, and reported cutting herself on her wrists and thighs.

When questioned, Hill admitted to buying heroin for herself and her daughter and going on binges, smoking it 3 or more times a day for a period of several weeks. She told investigators she kept providing the drugs so her daughter wouldn't go through withdrawl.

If found guilty on the most serious charge of second degree sale of a controlled substance, Rebecca Hill faces a possible 25-year prison sentence.

wtf giving your 12 yr old heroin and weed and shoplifting and stealing a car.... What a mum. :\

Nobody should go to jail for using, selling, buying, producing drugs.

I agree to an extent. I don't really want to see more people producing certain drugs, like PMA for example, so if there was no risk of jail for producing it we may see more and more people making it and some would no doubt press it into pills and pill heads would end up dying even more from ingesting what they thought was going to be mdma. (since we all know how easy it is to press powders into a pill form with a colour and logo).

If it was legal to manufacture and distribute MD(M)A (& easier to acquire safrole), nobody would bother to make PM(M)A.

Do you really think people who have the know-how to do a cook of a phenethylamine really decide "yeah I'll just make the more toxic, rough drug with the bad rep for killing people, over the well-established market leader" for no reason?

mother of the year right thurr :| i feel so sorry for the daughter being caught up in the middle of it.

if her mother had any sense she'd have her daughter go through the wd's and try continue to live a better life. giving your daughter narcotics to "avoid withdrawal" - what a fucking cop out. actually she shouldn;t even be getting her daughter the shit in the first place. i mean wtf?

i hope the mother gets the book thrown at her and an example made out of her lousy mothering skills.

^well yes, she should, but i dont think thats the way things are done around here.. she'll probly go to jail for possession or some shit 8)

Nobody should go to jail for using, selling, buying, producing drugs.
But giving them to a 12-year old? And your own daughter?
Lock her away for a decade or so, I say.
So you should go to jail if you supply a 12 year old with drugs, in some circumstances. If the girl had been 18, would it have been OK? Can we pin it down to one day when she comes of druggie age, or do you advocate a sliding scale, say 10 years in prison for supplying a 12 year old, 9 for a 13 year old, until at 22 it's no longer an offence? Who benefits from this woman being imprisoned for ten years? Her? The daughter? Society? I'm just pretty interested in your view here, you're generally one of the most vocal and liberal posters with regards to legalisation of drugs, I'm intrigued to find what it is in this case that causes your intuitions to be so very different.

^ Hey Vader! Good to see you here! :) It has been a while.

I guess I prick up at several aspects of the thought of a mother getting her 12-year old addicted to heroin.

I would say that people under 18 - or some other pre-defined age, agreed upon by society as adulthood - should not use most drugs (with certain exceptions such as sugar, chocolate, prescribed drugs...). I am all for legalization for adults, but I also believe that children should be forced to wait, in order to protect their developing brains and bodies. (Not that I waited until I was 18, but I believe that more harm than good would come from opening the whole pharmacy up to children. Now, I wish that I had waited.)

The mother getting it for her daughter is worse than the default case ("a child using drugs") to me because of the imbalanced power relationship between the two - the mother has the right to order the daughter around, and the responsibility to protect her. This is the part that really gets me mad. I am a parent, and cannot imagine getting my kids hooked on a fairly strong drug like heroin. I don't even let them drink caffeinated drinks! The mother showed that she did not care much for her daughter - or, at the very least, her concern for her daughter took a back seat to her concern for herself. However, ignoring your children while you go off and shoot up is bad enough, but actively giving your kid heroin? My mind boggles.

As for the question of who benefits from locking the mother up, it is a hard one.
The daughter needs to be saved from that mother.
The mother has done something that, to me, shows that she is not to be trusted with a child.
So they should be separated, at the least, and the daughter needs someone who will care for her.
Why prison?
I loathe the way prisons are used as punishment, and I would prefer them to be used for rehabilitation.
The mother needs rehabilitation. She is worse than lazy, in my mind - she is closer to evil.
At the least, her priorities are fucked.
She betrayed her daughter, and her role as mother, and risked her daughter's life pointlessly.
I think she needs to realize how serious what she did actually is, and that is one thing prison is good for...
Overall, I would say that society benefits by not having the imbecilic mother around and loose and risking her daughter's life. (For the record - I don't care if she risks her own life. I believe that she has that right. But not her child's life.)
Society also could potentially benefit if the mother is rehabilitated (though this is not particularly likely, given the sad state of prisons in most countries, including the US).
The daughter benefits by getting a new chance to live life without a monster of a mother having power over her.
The mother may benefit if she takes the message to heart, and emerges in some years a changed woman.

So, as I understand it, your position is that heroin ought not to be illegal per se, but that its use in child abuse ought to be (in the same way that abusing a child with a belt or paracetamol is). That seems an entirely reasonable and consistent position, thank you for elucidating.
The daughter needs to be saved from that mother.
What is the alternative, though? Her father seemed to be absent from the situation, despite knowing that his daughter was being provided with heroin by her mother. Will this girl really be better off as a ward of the government? I have no doubt that this is a horrible situation for everyone involved, but solutions are scarcer than problems. Anyway, this is derailing the thread with abstract nonsense, I was just interested to see what seemed to be a break from your usual stance and thought I would ask.
