Harder synth, and presumably lower demand - the precursors are non-trivial to get, in contrast to meth, where the precursor is cheap.
Methaqualone is still fairly easy to make, i am somewhat surprised it isn't distributed in US on larger scale. It's common in _africa_ of all places (particularly south africa, in the form of "pills" that are normally smoked)
