Dog questions

I look after my friend's dog a lot. The dog places her chin on my leg, as if to get my attention quite a lot. Does this simply mean she wants me to take her out for a walk? If she had the choice she would be walking all day every day but that's just not going to happen unfortunately!

Also what is the best way to teach her to stop pulling on the lead and more importantly, to stop running at every god damned car that drives past? Correcting the behavior by punishing or giving her treats when she does what I want or withdrawing the rewards when she does something I don't want her to do? There seem to be so many different schools of thought from what little research I've done I can't make up my mind what to do.
