Opioids Medical Diacetylmorphine Ampule Storage

I know that in England heroin is (or at least was) used as a painkiller in certain medical settings. I'm wondering how the diacetylmorphine ampules were stored. It's my understanding that if left in water heroin breaks down into morphine within hours or at the most days.

Is something added to the diacetylmorphine amps to stop the degradation? Or is the heroin stored as a powder and prepared on the spot for injection? I UTSE (here and via Google) and couldn't find anything on the topic with a cursory look. Does anyone here have firsthand (or even secondhand) knowledge of how this is dealt with?
 
I don't have any first-hand knowledge of how they're prepared or stored, but looking at how it breaks down, I'd imagine that they'd want to keep it in a lower pH solution or stored in alcohol to inhibit hydrolysis.
 
Its powder in ampule. Instant heroin, just add water.
