I have got a bag of crushed 60mg codeine pills (white, marked: 54 412) How can I effectively measure out dosages for myself? Does the pill itself weigh 60mg?

I would dump it out and separate into how much you need in equal amounts to meet your tolerance, if you have one.
If you want it in 10 mg dosages, then separate into 6 parts, or 5 mg 12 part etc. and so on. Codeine has a short 1/2 life.

The problem is I don't know how many I have since they are all crushed. I also don't know how much one individual pill weighs, so I can't measure out the equivalent.

The pills definitely won't weigh 60mgs far from it they have binders and fillers and sole have acetaminophen in them etc.
You have no clue how many you had to begin with? Or how much a pill weighed? I do not understand how you would acquire a bag of crushed pills that you have no clue about how many are in it except that its from 60mg codeine pills. How do you know its 60mg codeine pills?
Its not a good idea to start blindy taking drugs not knowing how much or what exaxtly your taking. Do some research into how much the pill weighs by typing in the name of the pill with the imprint on Google.
