(HealthNewsDigest.com) - +STANFORD, Calif. — With Proposition 19 on the November ballot, Californians get to decide whether to allow adults 21 years and older to possess, cultivate and transport cannabis for personal use, as well as enable its commercial production and sale. Earlier this month Keith Humphreys, PhD, professor of psychiatry and behavioral sciences at the Stanford University School of Medicine, discussed the potential consequences of legalizing marijuana for the school’s podcast series “1:2:1.” Humphreys recently returned to Stanford after a one-year stint in the White House as a senior advisor on national drug control policy.

What follows is an excerpt from Humphreys’ interview with Paul Costello, executive director of the school’s communications office, adapted for publication. The full interview, which includes discussion of Humphreys’ time in the Obama administration, is available at http://med.stanford.edu/121/2010/humphreys.html.

Q: There are estimates that, with legalization, marijuana use could rise 50 to 100 percent. Are those projections reasonable?

Humphreys: We know very well from other commodities that if you make something illegal, the price of it goes up. It doesn't matter what it is. And when you make it legal, it becomes much cheaper, because people are much more willing to work in an industry that’s legal and you don't have to enforce contracts and protect your wares by yourself, among other things. So the findings are credible.

Why they’re scary is that big drops in price tend to affect primarily the people with less disposable income. If you're wealthy, it doesn't matter to you that the price of marijuana drops by half. The people it matters to tend to be teenagers, the unemployed, other people who have just a small amount of extra money. This will drop marijuana from something they couldn't afford to do, for example on a daily basis, to something they could easily afford to do on a daily basis.

...

Q: What about the notion that by legalizing it you take it out of clandestine operations?

Humphreys: Well, I certainly don’t like drug cartels. It is true that by legalizing marijuana, you will probably get rid of some gun violence, for example, around it. And that is good, particularly for those people who live in those neighborhoods plagued by such problems. But, again, look at the example of a tobacco company. You could have substantially more death. There's lots of ways to do violence in this world. You can weaken government regulations in a way that results in thousands of people dying.

what a refreshing, rational, reasonable perspective about society and cannabis (8))

The concepts of vaporising, drinking and eating canabis should be more publicised. You don't just have to smoke it, which I would say is very bad on the lungs, is going to stop people being fit and contribute to more death.

Keith Humphreys said:
If as a society we've decided that if it makes revenue we're for it, why are we wasting time with cannabis? We should be legalizing child pornography and human trafficking.

Why do professors so often become douchebags when they go before the media?

If it even ends up legal across the board it will wreak havoc on our economy. I for one will invest every dime I have on the commodities market buying corn and wheat contracts six months out cuz those prices will go through the roof. Who is gonna grow corn when they can now grow more valuable crops on the same land?

the media can select the professors it wants to interview

in a world with prohibition (and where the ideas of prohibition are firmly in place in enough people in the right places in our culture to support jailing someone for a nug) it's not hard to find a scientist who'll help justify the drug war

yeah i really wish awareness about this would get out

I watched a documentary the other day, made in the 70s (Aphrodisiac: The Sexual Secret of Marijuana) that highlighted "... after prohibition ended, consumption of alcohol did not up. Why? Because low and middle income earners had found mj and realised they can have more fun, and less hangover the next day, so they kept with that".

Actually the rhetoric spun by these professors and government officals have not changed since the 'evil weed' was coined. Its so backwards watching this old media, so much as changed on every other front, except pot. RAND is still publishing the same dodgy 'science'.

That is what I never understood about the whole medical marijuana thing. If it were truly for medical purposes I think people ought to advocate healthy ways of delivering the medicine into the body more than inhaling smoke. If it were legal to go buy ganja food and candy, that is the ONLY way I would use it.

There have been studys on the effects of smoked MJ vs extracts. go read them and become enlightened.

pot brownies and edibles last so long and have a great buzz. i'd sometimes vape if i want to trip out, but if pot were legal, i'd mainly be eating it

I think I know which study(s?) you're talking about and if I remember correctly, they compared weed to dronabinol (THC in sesame oil).

I'm not saying there's no merit to the claim that smoking weed is the best ROA. I'd rather smoke it than eat it. On the other hand, I wouldn't turn down dronabinol if someone were offering.

But then it's impossible to do an appropriate study about this because you can't roll a placebo blunt. Any results for or against are gonna be suspect because the experiment will have lacked adequate controls.

Huh? Maybe the same reason every farmer on earth doesn't grow tobacco? If marijuana were cultivated on even a tiny fraction of the scale necessary to cut into the corn crop prices would fall to nothing. Why buy it at all when you can walk out in a field and pick all you want for free.

I did a quick search for the link here (saw it in a DiTM thread) and could not find it. It was done at the university of california and point out that MMJ allowed a better dosage control and quicker acting (espically for things like MS). But they also concluded that vaping was the safest way to consume MMJ.

BUT there was another study, 2005~ i think, that analysed the carcinogens of MJ smoke vs tobacco. It concluded that even though MJ smoke has carcinogens that are the same, or something similiar to tobacco smoke, MJ smoke has couter-acting chemicals that that neutrilise the body processes that turn these chemicals into carcinogens. It also found that with tobacco, this additional checmicals like nicotine actually did the opposite, and stopped the body from protecting itself.

Ive read a fair bit about the debate. Alot of people dont know but Isreal is probably the leader in the field when it comes to the harnessing the healing powers of MJ. The guy at the top of this research doesnt see valitiaty in MMJ though, he thinks that is not medicine as its not dosage controlled. he produces his pills with hashish extracts. Not synthetic canabinoids though.
