Malaysia death penalty change welcomed

Amnesty International has welcomed a Malaysian proposal to abolish the death penalty for drug trafficking but called on it to remove capital punishment for all offences.

Law minister Nazri Aziz was reported by Malaysian media last week to have said the government may replace the death penalty for drug offenders with a prison term, which would entail reprieves for hundreds now on death row.

"Amnesty International welcomes this proposal and hopes that it will lead to the quick abolition of the death penalty for drug offences," the global rights group said in a statement.

"The government should immediately extend a moratorium on executions with a view to abolishing the death penalty for all crimes."

It noted that Malaysia applies the death sentence to a wide range of offences from treason to assisting in suicide.

The penalty is mandatory in murder and drug trafficking cases.

"Mandatory death sentences prevent judges from exercising their discretion and from considering all factors in a case...contrary to international human rights standards," Amnesty said.

Amnesty's statement adds to growing pressure from Malaysian NGOs and opposition politicians to repeal the death penalty.

According to Nazri, about 900 are on death row, mostly for drug offences.

Since 1960 more than 440 people have been executed, including two Australians whose 1986 hanging for heroin trafficking made headlines as the first Westerners executed under toughened new anti-drug laws.

An Australian nurse was charged in July in Malaysia with drug trafficking.

Well, that just about does it. Something to the effect of 180 or so countries have abolished it. I think Malaysia and the US are the last ones, correct?

I'm not sure of the overall leader, but in 2011 it was China by a long shot (thousands and thousands more). USA was number 5.

The link is in my last post.

None in Indo in 2011, but I'm pretty sure there are a couple of Aussies (atleast) there on Death Row and probably heaps more locals and other foreigners. The two Aussies i refer to are from the Bali 9 heroin smugglers, you may not know the case, just about all Australians would tho.

Then there is this site that says of recent times (this yr I guess) that USA is number 7. -

It also says Indonesia has done 1 this yr (or of latest data).. And Singapore 2.

Its about time. Some of these countries give the death penalty for anything over 100 grams!

Mandatory execution for drug offenses is 6 countries afaik
and around 40 still use the death penalty actively, most of those restrict it to murder.
50 have it on the books but only for wartime or exceptional circumstances or under moratorium
and somewhere around 100 have abolished it.

I hope the policies change. Killing people for drug possession or putting them in jail for life should be a crime against humanity, especially if they're addicts.
