Yes, even a mong like you could do it.

You will see a black line all round the image.

Halfway between each corner, you will see little dots. These are called 'handles'. Hover your cursor over it until it becomes two arrows, and just pull it in whatever direction you want.

The status bar (bottom right) displays the size of the image in pixels. :)

To resize, use the Image/Attributes function.
 
Nope sorry, did not work. I dragged it in and it just cut that part of the pic out so I'll just post it and you guys can do the work :)

Hmm that's not very good. I've not got any other way of doing it because I don't have photoshop or anything.
