If you ask me, the one and only reason it became a problem in Russia at all is because of their drug treatment policy, if you can call it that; addicts have only one option, and that's cold turkey. (And we all know how pathetically low the success rates for cold turkey detoxes are). Those Russian addicts aren't stupid for willingly injecting krokodil, they're just desperate and have no access to substitutes or adequate treatment. A lot of people blame the pharma companies for selling addicts the codeine pills, and yeah they're complicit, but the real culprit has to be the policy makers.
