Can we start one of these? The way it works is someone who doesn't have access to databases like JSTOR makes requests and someone who does gave access downloads the requested article and uploads it.

^ yep. i think there's an ip issue here.

a quick read about JSTOR suggests that they have sharing tools built in to their platform (e.g. for registered teams) but they do not permit distribution of JSTOR content beyond these tools.
