If the black rubber piece keeps coming off the aspirator piece that goes in my syringe can i superglue it
 
You can try but for obvious reasons you shouldn't.

Also if by superglue you mean cyanoacrylate it wouldn't hold well since it will melt some of that black part instead of just bonding it to the harder plastic.
 
Although I dont recommend this as you really need to get a new syringe if the one you have is malfunctioning. You can get a few more uses out of it if you take it out of the syringe put it into the water so its wet and put it back in. You can usually get one shot done without it coming off if your careful. The extra water around the rubber seal helps it slide around but it wont extend the life past a certain point as those rubber pits get worn out and cant slide especially if you use it as a mixer.

But I am closing this as the only real answer to your problem is get another syringe. It would not make sense to allow a thread to discuss the types of glue you can put into your arm in small amounts or without harm. Please get a new syringe.
