IV Heroin ....WTF

No... most black tar dissolves just fine in water. Only #3 doesn't dissolve without acid, and they only really get that in europe... soemtimes over here though. The shit on the west coast is from mexico/colombia (I'm pretty sure, from central/south america either way) and even though it's tar, it is still #4 and ready to dissolve.

The tar dissolved in water up the nose works very well and no filter is required, my little buddy who doesn't shoot does that every time, I still do it too once in a while, it's definately better than sticking the chunk up there

yeah dude, this isn't that heroin base where you would have to add citric acid to it in order to break it down for injection.. lol if you live in Europe or Australia you might end up having to deal with that but in NJ cookin it up in a spoon is just to warm it up and maybe filter it a bit better, but certainly not necessary.

just out of curiosity, I was wondering where the OP got the idea to add a citric acid to his dope he is getting in new jersey? I mean, if you lived in Europe or some place where you have to add an acid to shoot, and everyone there was doing that I would understand, but I don't think I have ever come across anyone here in America doing that, so I was just curious how you decided on doing this. I mean, I know people (including me) who use an acid to break down their crack to shoot, but adding an acid to your dope is pretty unheard of around here so I was just wondering how you got that idea...

It can dissolve in water, without the addition of acid, because the "tar" already contains sufficient acid to dissolve it. If there was no tar with the base, it would just be base powder by itself.

I believe the Mexicans thought they figured out a better way (better financially) to make useable H, by stopping the h-making process at heroin base, and just adding some weird ingredients that make tar what it is - which includes acid for dissolving.

So, black tar is NOT #4 heroin hcl. There may be some types of hi-quality brown powder that are a dirty #4, but the very fact that the tar exists makes it heroin base - there would be no reason to add all those weird ingredients if it was heroin hcl.
