toy guns are, amongst other bright colours. i believe that's done purely to deter their use in criminal acts (i've yet to see a wiggles 9mm ;)), though one could just walk a few aisles over and purchase a can of black spraypaint.:\
 
Re: 100 vs 110km speed limits

You'll find this is regulated by local state government, hence the differences.

I believe the state limit for some states is 110km where as others its 100km. Some roads may still be marked as 110km if they are remote enough, in good enough condition or deemed "safe enough".

Why is it... men need 20mins to shit?

well, i read. and the aroma isn't too shabby either.
 
It's also the only time we can be sure of getting some peace from you damn high maintenance females! ;)

And hey, if you're gonna go to the hassle of making the toilet stop, you may as well make sure you do the job right.

Rural area Vs Metro area is the simple answer.

In Victoria, the speed limit can't be more than 100km/h in metro (built-up) areas, no matter how good the road is, while in rural areas the speed limit on suitable roads can be up to 110km/h.

Generally 110 areas are only on proper freeways/dual-carriageways while the single road two way highways are only 100, but depending on the conditions of the road and the surrounding rural environment, two way roads can be 110 as well. The decisions on these roads are made on an Ad-hoc basis and are influenced by what the local community wants, as well as any safety concerns (if a 110km/h zone has a lot of accidents, the speed limit will be re-assessed and probably lowered to 100 or 90 for that area)

So in summary, for all roads there are general guidelines, (like mtro/rural or whether there are driveways coming off it, etc) but beyond that the decision is based on a road safety assessment done by your states version of VicRoads or the RTA.
