No, according to the wikipedia entry on skullcap one of the active ingredients works on benzodiazepine receptors, it doesn't appear to have an MAOI in it. You're probably thinking of passionflower, because passionflower is a weak MAOI. Mixing an MAOI with an SSRI could cause serotonin syndrome. This condition is rare, but can be life threatening.
