Opioids Is My Dilaudid Disolved Properly For Plugging? Powder Rising To Surface

Ive snorted many D2s & decided to plug. I had 7 (14mg) in 3 shots, doing 6mg in 1 shot I noticed even after shaking syringe well a layer of powder rising to the top. I was under the impression that Dilaudid IR easily disolves. The pills I have are brand name (not generic), they are orange in colour with a D on one side and a 2 on the other. I know people who love to shoot these & they say it disolves completley. I used a 10ml oral syringe, doing the shot using 5ml luke warm water from the tap, after the water and powder were in the syringe I pulled the plunger full way giving me 5ml of space to further shake up the powder to aid the disolving. It looks like everything is completley dissolved so I prepare the syringe for plugging and let it sit for 2-3min. After 2-3min have passed it goes from being competley disolved in the water to having 1/4 of a ml amount of powder rise up to the surface, shake it up again and it looks completley evenely distributed/disolved, let it sit for 1-2min and you have it raise to the top of the solution.

Has anybody noticed this happen when plugging IR Dilaudid?

Does this indicate I am not plugging correctly?

Also how far should the needle go up, if its a 10ml syringe what would be the marking point (5ml-7ml)?

p.s. On a separate note I used the hydromorphone contin capsules after crushing them to as fine a powder I could and I know for a fact those don't dissolve from IV users and when I had a 6mg shot made to plug the same thing would happen except the powder would sink to the bottom rather than raise to the top.
