Yes, amphetamines/stims in general are. When dosed properly they can significantly increase endurance and power output. Not to mention the appetite blunting to help people make weight.
 
Yes absolutely. Amphetamine and other stims are used heavily in a lot of sports circles
 
Yes it is, it's banned by the WADA (World Anti Doping Association) for any competitive sports use.
