Harm Reduction International Harm Reduction Services Thread - Drug Checking/Test Kit/Needle Exchange/Safe Consumption Services

Yes I know, but they used to quietly accept US samples anyways from what I've heard.
I second this. I actually know someone who sent a sample from Australia with $100 in Canadian cash (exchanged here) and about three weeks later it was all good. This was only 3 or so months ago also, so I completely agree with arrall on this one. They won't advertise it, and if you ask, they will most likely decline. But if you just 'do it'.. the 'turning a blind eye' seems to take place.

This list is a work in progress compiling organizations offering free/low-cost harm-reduction services such as drug checking, naloxone kits, needle exchange programs, fentanyl strips, reagent test kits, and safe consumption sites. Please help us expand the list by replying with resources and information for organizations and services you know of. International Reagent Test Kit Vendors:
Please note that we receive no financial kickback from any of these affiliates (or any project on this list).
PRO Test - EU -> WW
PRO Test is a pioneer in the reagent testing space. They are extremely well-known and reputable, and their app contains test results for over 800 substances. They do not ship to Russia or Belarus due to the current conflict. They direct UK customers to their British partner organization Reagent Tests UK, and will only ship kits to the UK that RT UK does not offer.

PRO Test offers single-use and multi use reagent test kits and TLC test kits. They uniquely offer a cannabis test kit. They also sell the Zimmerman reagent for benzodiazepenes, which very few other vendors carry. They notably do not sell the Mandelin test kit. As of January 2024, they also sell Marquis, Mecke, Liebermann, Froehde, Morris, Robadope, Simon's, Ehrlich, and Hoffman reagents.

Their Separation Packages (TLC tests) use UV light in order to detect multiple substances within a sample, solving one of the biggest limitations of at-home drug checking (reagent kits not being able to accurately detect multiple substances within a sample in some cases) TLC tests are also able to detect the purity and % makeup of a substance.

We are excited to announce our recent partnership with PRO Test.
For every full reagent test kit (or 10 single reagents) that people buy using the BLUELIGHT code, PRO Test will give us a free kit to give away to members!
So when you buy kits from PRO Test, you aren't just ensuring that you use safely. You're also ensuring that members who cannot afford test kits will also be able to test their drugs and stay safe.

Make sure to use code BLUELIGHT for 10% OFF, AND to help us give away FREE test kits!

DanceSafe is an extremely reputable North American harm reduction organization selling reagent test kits and fentanyl test strips (Free shipping for the latter).

Available reagents as of January 2024 include Marquis, Mandelin, Mecke, Ehrlich, Folin, Simon, Froehde, Morris, and Liebermann. They also offer fentanyl test strips and amphetamine test strips. They notably do not offer the Hoffman reagent

Select products are available at certain retailers throughout North America. Educational posters, drug info cards, and other products are also available. Proceeds for most merchandise (clothing, blotter art, etc.) on the DanceSafe online store goes towards supporting DanceSafe's harm reduction and education missions.

Bunk Police - USA -> WW
Bunk Police advertises itself as "the first substance test kit company in the United States" and has been in the space since 2011. They have built up a reputation as a reliable vendor that is constantly pioneering new technologies like TLC tests.

Is there a way to addd he services we have here in New Zealand on this too? sorry i realise this thread is years old, but all th emore reason to have it updated hey :)

Salt Lake's Harm Reduction Project.... They're fucking beautiful. The staff have always been so pleasant, and each time I've gone, I've felt human. Not like most people treat me, with being a homeless drug addict.

This Harm Reduction is so badass... They have a program where if you text the number, usually the night prior, they will fit you into their schedule to deliver to you clean syringes, in exchange for your dirty, as well as all the good alcohol wipes, "tie-offs", testing strips, cotton balls, etc. And they even bring food boxes for those requesting food, as well.

They're just sweethearts and to go in person, they are so caring and compassionate. You can basically "raid" the cupboards or pantry shelves, all while having a heartfelt conversation with staff as they are gathering your cleans & other needful things.

Anyway. They deserved a shout out.

I just did a quick search on "xylazine" here on Bluelight and not much came out. Is there any information about resources specifically rapid test strips? I know most states are working on decriminalizing and I believe New York is already distributing. Is it not as big of a deal as the DEA data seems to suggest?
Hey man, this is from awhile ago but hopefully I can help ya still. Im in wisconsin and my job offers xylazine testing strips for free. we can ship them pretty much anywhere- comes in a discreet package.

Milwaukee Wisconsin has Vivant to

This kind of thread is actually really useful, especially for people looking for reliable information and safer options.Access to things like drug checking, clean needle programs, and safe consumption services can make a big difference in reducing health risks. Not everyone talks about it openly, but these services are there to prevent harm and keep people safer. It’s also important that people check what’s available locally, since services can vary a lot depending on the country or region. Overall, having this kind of information in one place can really help people make more informed and safer choices.

HEY Arrall!!, my second favorite <Insert your nationality here> !
So I did some digging and asking around, when it comes to SEA and HR, they are like same poles of a magnet. I wrote up some for Vietnam and Thailand, where they are closest to "progressive" as they possibly can; I excluded Singapore and Malaysia since I am from there and already aware of our regulations. Starting off with a major warning for the whole region, holding onto a milligram scale anywhere in ASEAN is a huge risk. The scale itself might be legal to own, but if local authorities decide to link it to anything illicit, you can get slapped with a drug trafficking charge. In a lot of these places, that straight up means the death penalty. Reagent testing kits are also a massive headache because importing or possessing them is widely prohibited or tightly choked up by strict medical and hazardous chemical laws.

The first organization I found that is sorta the nexus to most of the other smaller ones is The Harm Reduction Advocacy in Asia project (HRAsia)

Their mission is to create a safe space where people who use drugs can work directly with community leaders and policy makers. The goal is simply to make harm reduction more compassionate and sustainable across Cambodia, India, Indonesia, Nepal, the Philippines, Thailand, and Vietnam. They work closely with local partners like KHANA in Cambodia, Rumah Cemara in Indonesia, Cebu Plus in the Philippines (dont bother, too risky by law) , the Ozone Foundation in Thailand, and SCDI in Vietnam. You will see me mention KHANA down below Alongside regional groups, they focus on breaking down the legal and policy barriers that stop people from getting help.

"The HRAsia Nexus"

The Harm Reduction Advocacy in Asia Project (HRAsia) acts as the central hub connecting smaller, localized harm reduction groups. Their mission is to foster safe spaces where people who use drugs can collaborate with community leaders to build compassionate, sustainable policies across countries like Cambodia, Indonesia, Thailand, and Vietnam.

1. Vietnam

Vietnam has a relatively established history with harm reduction, making access to certain health supplies much more straightforward compared to its neighbors.
  • Supplies & Legality: Syringes, needles, and Naloxone (Narcan) can be purchased legally and over-the-counter (OTC) at local pharmacies. However, obtaining drug testing kits is explicitly illegal under national chemical regulations (Decree 113/2017/ND-CP)
  • Harm Reduction Organization:
  • Mental Health & Crisis Support Hotlines:
    • National Mental Health and Suicide Prevention Helpline: 1900 6233 (Available 24/7)
    • Hanoi Psychiatric Hospital Mental Health Support Line: 024 3852 3788
    • Emergency Services: 115 (Medical) / 113 (Police) (Available 24/7)

2. Thailand

Thailand offers accessible localized health alternatives, though specific boundaries apply to specialized medical equipment.

  • Supplies & Legality: Clean needles and syringes are legal and available OTC at pharmacies. Naloxone is available at hospitals and pharmacies, but requires a formal doctor's prescription. Importing reagent test kits as an individual is illegal without explicit licensing (Hazardous Substances Act B.E. 2535).
  • Harm Reduction Organizations:
    • Rainbow Sky Association of Thailand (RSAT): An LGBTQ+ organization running massive harm reduction and "Chemsex" clinical programs, providing discrete medical environments and clean syringes.
    • Email: [email protected]
    • Phone: +66 (0) 2731 6532
    • Address: 1 and 3 Soi Ramkhamhaeng 97/2, Ramkhamhaeng Road, Hua Mak, Bang Kapi, Bangkok 10240
  • Mental Health & Crisis Support Hotlines:
    • Department of Mental Health Helpline: 1323 (Available 24/7)
    • Samaritans Thailand (English & Thai): (02) 280-0299 or (02) 713-6791 (Available 24/7)
    • Emergency Services: 1669 (Medical) / 191 (Police)

3. Indonesia

Harm reduction initiatives in Indonesia operate primarily within structured public health and NGO programs rather than open commercial retail.
  • Supplies & Legality: Needle and Syringe Programs (NSP) and Opioid Agonist Therapy (methadone) operate via public health centers and NGOs. While needles are technically sold in pharmacies, acquiring injecting equipment independently remains politically and legally sensitive. Naloxone access is mostly restricted to medical settings and national HIV response programs.
  • Harm Reduction Organizations:
    • Rumah Cemara: A community organization heavily focused on peer support for people who use drugs, NSPs, and HIV responses.
    • Website: rumahcemara.or.id
  • Mental Health & Crisis Support Hotlines:
    • Indonesian Mental Health Hotline (Ministry of Health): 119 (Available 24/7)
    • SEJIWA Counseling Service: 119, press 8
    • Emergency Services: 112

4. Cambodia

Cambodia's framework relies heavily on non-governmental public health infrastructure to deliver sterile equipment and peer support.
  • Harm Reduction Organizations:
    • KHANA: A major public health NGO operating comprehensive HIV prevention and harm reduction programs, including active NSPs.
    • Email: [email protected]
    • Phone: +855 23 211 505
    • Korsang: A localized organization based in Phnom Penh historically dedicated to needle exchange programs and direct community care.
      Email: www.korsangkhmer.org
  • Mental Health & Crisis Support Hotlines:
    • TPO Cambodia Suicide Prevention Helpline: 017 222 372
    • Child Helpline Cambodia: 1280 (Available 24/7)
5. Singapore

I know I said Singapore is a hopeless case, let me just include this one NGO in Singapore that may be useful to somebody. Though Its worth mentioning that I personally recommend using a private number when contacting them to maintain confidentiality. Otherwise, I would not be surprised if the government would make legal follow-ups to your call.
6. Laos

Laos presents an exceptionally high-risk legal landscape for individuals seeking health and safety resources.
Supplies & Legality: There are currently no known formal, state-sanctioned harm reduction services. The political environment is openly hostile to harm reduction infrastructure, and severe drug offenses carry the death penalty. While basic medical needles might be found via pharmacies, obtaining injecting equipment for HR purposes carries extreme legal liability.

Primary Crisis Hotline: -
  • Phone Numbers: No dedicated national suicide prevention hotline currently exists in Laos.
    • Alternative Support: National Mental Health Hospital in Vientiane provides mental health services.
    • Contact: +856 21 453 065 (moh.gov.la)
    • EMS: 1195 (National emergency number for police, fire, and medical assistance) (Available 24/7)
  • NGO Support Services: Friends International Laos
    • Contact: +856 20 2221 3213
FIL provides direct intervention and service delivery to those who most need it, where and when that support is most needed. This includes outreach work, emergency support, harm reduction, detoxification and rehabilitation, drop-in centers and community-based support groups
    • Hours of Operation: 8 AM – 6 PM, Monday to Saturday.
    • Additional Details: Provides mental health support, especially for children and young people. (friends-international.org)
