Opioids Inactive Black Tar Heroin

What could be the cause of this?

I got tar and it looked basically normal except maybe a little wrinkly or something. It was also rock hard and not sticky at all. When we dissolved some into some monkey water it looked like it had a reddish hue. It had a really weird smell that I can't really describe, and it didn't sting at all going up the nose. It was totally inactive.

What could this be? I've never gotten bunk tar in my life, wonder if it has anything to do with the SR bust?

yes... obviously.
I'm asking if anyone knows what it could be. Like what kind of things do people sell that look exactly like tar and produce those results

Also I don't know if it's worth noting but the same exact guy the night right before had hooked up some good shit. And no it's not a tolerance issue, the night just before was real tar, all sticky, brown/black, vinegar smell, burned going up, everyone got nice and high
