McMECHEN, WEST VIRGINIA – An off-duty deputy’s evening motorcycle ride last week unexpectedly led to felony drug charges against a Benwood man.
Matthew Charles Moore, 19, has been charged with one count of felony delivery of a controlled substance after he allegedly approached Marshall County Chief Deputy Kevin Cecil at a McMechen gas station and offered him drugs. On Friday, Cecil said, he was at the Exxon station on Marshall Street refueling his Harley-Davidson when he was approached by Moore.
“It was about 7 p.m.,” Cecil said. “I had been out riding and stopped to put gas in my motorcycle.”
After purchasing the gasoline inside the store, Cecil said, he got back on his bike and was about to leave when Moore began walking toward him. Cecil said he had seen Moore in the store a few minutes earlier and realized he did not recognize him.
“I was starting to put on my helmet when Moore walked past and asked me if ‘I wanted anything,’” said Cecil. “I asked him what he had, and he said he could sell me cocaine.”
Cecil said while he was purchasing the cocaine from Moore, another man, who did recognize him, walked past and said, “The sheriff’s department must be paying good.” Moore did not react to the comment and continued the drug transaction, according to Cecil.
After buying about a gram of cocaine, Cecil said he identified himself to Moore and held him at the station until detectives from the Marshall County Drug Unit arrived.
Moore was questioned by detectives at the scene and released, pending charges. On Thursday afternoon, Moore was formally charged; when detectives arrived at his residence, however, he could not be found.
“We believe he could have fled the area,” Cecil said. “Family members told detectives Moore said he was headed to California.”
The sheriff’s department has entered Moore’s picture and description into the FBI’s National Crime Information Center, and he is considered a fugitive, Cecil said.
Moore is 6 feet tall and weighs about 215 pounds. He has blue eyes and brown hair. His last known residence was at the Gateway Apartments in Benwood, but Cecil said he moves around frequently and does not maintain a single address.
