Stimulants ID'd For Benzedrex Inhaler

So my friend ben said that yesterday he walked into a local publix right after he got off the bus,grabbed a benzedrex inhaler, went to buy it and the woman asked for id. My friend is in hs so he just walked away.
This kid said that he bought 3 at one time from cvs with no problems.
Was this woman lying or did they make new law with benzedrex in the past month?
