So I was at it for two days, using just a screw driver is a pain in the ass. The three tools that give anyone the ability to make the machine multiple times without a drill or tape are a hammer, screw driver philips head, and a normal manual glass cutter(cost is about $3.60). You just turn the glass cutter like a key while applying downward pressure then once you think you are deep enough, give it a wack with the hammer and screw driver. It should make a clean hole, finish the edges out with the glass cutter again. Finally, I couldn't find anything on this after searching except hitting the bottle with a hammer and screw driver and hoping for a clean break and then taping it if it doesn't break clean.
Total this cost me $6 to make the machine, but I had the hammer and screw driver already, so I just had to buy the bottle, chore boy and glass cutter.
