Opioids [Hypothetical] Would a large woman realistically get so high on ~23mg oral oxy that she wa staggering around?

So in the show Nurse Jackie she's a nurse that's addicted to opiates. While she's already using when the show starts, this happens in season 1 episode 2 when she really only uses smallish amounts of Vicodin and Percocet.
The ep begins with her crushing 7 Percocet [it's never said if they are the 5mgs or the 10s so I'm giving the benefit of the doubt here assuming they are 10s], emptying out 3 packets of sweetener, dividing the Perc between them [about 23mg each, assuming 10mg percs] and reseals them.
0ne time when she is about to add one to her coffee, her boss says "I have been looking ALL OVER for sweetener", snatches it out of Jackie's hand and adds it to her own coffee.
Jackie doesn't say anything [because she can't really].
Her boss is a fairly large woman, maybe like 5'10 and over 200lbs.
We later see her staggering around totally out of it, no balance, hugging people etc.
Could 23mg really do that? Maybe even 12mgish if they were 5mg pills :/
 
Well, if the subject is totally opiate naive then sure anything is possible, 2x 10mg oxy is a lot.

I've seen grown men fall over and poop themselves first time on oxy.
