So they can learn for themselves and hence know what is proper. Proper is not right. Proper is not wrong. It is a duality of good and bad; which is qualitatively better and more entertaining than just one or the other (Buddhist nakaras aren't fun but they aren't perceived as bad or negative - unless the soul state wants to exist in a dissociated, dead like state instead of actually existing connected to reality by a meth like high on life).
In other words, if you are brave enough to fear nothing and accept pain and suffering as an inevitability and something to be cherished as the contrast to good, and not perceived as a threat to good itself; then enjoy existence as a GOD
