Can I talk about my drug issues here as in what I take, what I do, etc and how to get a better high? Is that what kind of site this is? If not, can you recommend me a legal one that is? I know it sounds stupid but there's no one else I can really talk to about it.

If by "better high" you mean one that is less damaging to your body and mind, yes. If by "better high" you mean one that is more intoxicating or euphoric, then no - Bluelight is not your site for this; sorry.
