The alcohol + salt should have worked but you didn't give it enough time.
What you want to do is fill it up with salt and then put it into a zip-lock baggie. Double bag it in case the first one springs a leak. After that you want to pour in 90% rubbing alcohol (not 70%). Shake it then put it away somewhere. Let it sit in the alcohol for a few days. Shake the bag two or three times a day. It should clean up nicely if you give it more time.
I've never cleaned out a meth pipe but this method works for the glass I used to smoke weed and other things. I did dabble with some RCs and a glass dick one time and the pipe cleaned up fine when I used the above method. I wanted to make sure it was totally clean before I tried another RC.
After the alcohol+salt bath for a few days to week take the pipe out. Run water through it to get all the salt out. Rinse it then let it dry. It should look like the its never been used after that. If there are a couple of stubborn resin spots left you can use bamboo or any other type of strong wood to scrape them out. They should come out very easily. It will not hurt the glass if you use wood to scrape it.
Whatever you do don't boil it. You can easily crack and it will weaken the glass. Boiling a pipe does clean them well and quickly but you shouldn't do it with glass.
