i think ur problem is ur trying too hard. im not lying when i say EVERY time i met a girl which i ended up being serious with and actually loved and broke my heart and all that good shit came at the most unexpected times. women can definitely pick up on when a guys trying to get with them or if hes just being friendly, and they encounter multiple guys a day who are trying to hook up, u gotta stand out
and tbh honest i dont ask many girls out, partly cuz im not too keen on rejection (especially with people that ima see on a regular basis) but also cuz i can usually tell when a girl is interested or not, its not too hard to tell, start texting u alot, like to find stupid excuses to touch u, that type of shit.
the guy above me brings up a good point, nowadays girls rarely date ppl theyve just met, and it may come off as desperate or clingy if u ask them out the same day u met them, its usually better to just chill with a few friends the first few times u guys hang out. the dating game is such bullshit but u just gotta search thru the weeds for ur flower. eventually ull meet a girl that u click with and u wont have to think so hard about all this shit, itll just come naturally
my best advice would be to get urself in as many social situations as possible, ur in college right? then ur set. itll help u learn how girls act and all that good shit. i kno bein 18 and having those raging hormones, but when it comes to picking up girls sometimes less is more, give them a taste but dont flood them, let them come to u in a way
OH and a big one is dont ever ASK a girl if she wants to go out sometime, say "WE SHUD get together/hang out sometime" girls hate making decisions so ur kinda helping her with it plus it oozes confidence, which they love
