Whos, it's actually not an Rx, the law structures it more like a permission slip actually.
California law says that cannabis penalties are nullified for qualified patients who have the recommendation of their doctor. U.S. federal law says cannabis is always illegal.
Which in practice means doctors can write "recommendations," which give legal protection to use and possess cannabis, but they can't instruct you on what to use or how to use it, because that would be "aiding and abetting a felony."
