How do I halve a small amount of powder?

I have 250mg of a very, very fine powder that is expensive and also active at sub 1mg levels. It's currently packaged in a nickle bag. I need to halve this powder to put into two containers that contain an equal and precise amount of solvent.

Before I attempt to even open this bag, I wanted to check with bluelighters to see how they might go about doing such a thing.
 
Actually I answered this myself with some more thought. I'm going to combine the two containers of solvent, mix in all the powder, then divide the two containers of solvent again. My reasoning is that the end solution will be easier to work with than this miniscule amount of powder.
 
Liquid dosing is definitely a good and accurate method :) if it is soluble in the solvent then you just need to make sure it has all dissolved, and it will be evenly distributed. Perhaps also weigh your quantity of powder first too as you don't know how accurate the measurement was when it was put in the baggie :)
 
1l of propene glycol dissolving 250mg+/- of powder leaves a 0.25mg/ml solution if even distribution is equal.
Use an oral syringe to administer.

That is if your substance is soluble in propene glycol, most organic chems are.
